MASSACHUSETTS FIREARMS LICENSES AND ID CARDS
A Massachusetts-issued License to Carry (LTC/LTC-A or LTC-B), or Massachusetts-issued Firearm Identification Card (FID) must be provided to the transferring Massachusetts FFL in order to transfer firearms to Massachusetts residents.
LTC and LTC-A: Allows for transfer of large-capacity firearms, (excluding so-called “Assault Weapons”), pre-ban models prior to 1994, firearms, rifles, shotguns and feeding devices, as well as ammunition*. A firearm (Handgun or Rifle) is “largecapacity” if it is 1) semiautomatic and has a feeding device of more than ten rounds of ammunition; OR 2) a shotgun that can hold more than five shotgun shells in the magazine of the shotgun, regardless of the action.
LTC-B: This license has been eliminated, but all current Class B licenses will remain valid until expiration date (all Class B licenses will be phased out by 2021). LTC-B allows for transfer of non-large-capacity Handguns, and Rifles and Shotguns (whether large capacity or not) and ammunition*.
FID: The Firearms Identification Card allows for transfer of Non-Large-capacity Rifles and Shotugns, and ammunition* (no handguns). No long-gun transfers with this license under the age of eighteen (18).
“Large-Capacity Feeding Device”: A fixed or detachable magazine, box, drum, feed strip or similar device capable of accepting, or that can be readily converted to accept, more than ten rounds of ammunition or more than five shotgun shells. The term “large capacity feeding device” shall not include an attached tubular device designed to accept, and capable of operating only with .22 caliber ammunition.
“Large-Capacity Weapon”: Any firearm, rifle or shotgun that is semiautomatic with a fixed large capacity feeding device or that is capable of accepting any detachable large capacity feeding device, OR an “assault weapon.”

Large-Capacity Weapons Roster
*Ammunition sales to Massachusetts residents with LTC or FID AND must transfer through a Massachusetts-licensed ammunition seller who will agree to transfer.

Rifles
The following are permitted as long as the magazines do not exceed ten (10) rounds:
✔ Bolt action rifles
✔ Pump action rifles
✔ Lever action rifles
✔ .22LR rifles with fixed tubular magazines have no round-count restrictions.

Rifles that are not “Assault Weapons” are permitted (10-round maximum) and include:
✔ Any .17 or .22 caliber rimfire rifle.
✔ Any Ruger Mini 14 or substantially similar model rifle.
✔ Any Springfield Armory M1A or substantially similar model rifle.
✔ Beretta CX4 Storm
✔ FN PS90 or substantially similar model rifle
✔ IWI Tavor or substantially similar model rifle
✔ Kel-Tec Sub-2000
✔ Kel-Tec RFB
✔ Any rifle operated by a manual bolt, pump, lever, or slide action.
✔ Any semi-automatic rifle that cannot accept a detachable magazine that holds more than five rounds; i.e. the internal (fixed) magazine cannot accept more than five (5) rounds.
✔ All of the firearms on this list are permitted.

Prohibited:
✘ Massachusetts-defined “Assault Weapons”
✘ Any semi-automatic rifle that has an ability to accept a detachable magazine and has at least two of the following:
● Folding or telescoping stock
● Pistol grip that protrudes conspicuously beneath the action of the weapon
● A bayonet mount
● Flash suppressor or threaded barrel designed to accommodate a flash suppressor
● Grenade launcher
✘ Named “Assault Rifles”:
● Automat Kalashnikov (AK) (all models and/or copies)
● Action Arms Israeli Industries (IMI) UZI, Galil, and copies
● Beretta AR70 (SC-70) and copies
● Colt AR-15 and copies
● FN FAL, FN LAR, FNC, and copies
● Steyr AUG and copies

July 20, 2016 Attorney General Enforcement Notice regarding “Prohibited Assault Weapons.”
✘ AR Lowers, stripped or complete, are prohibited.

Shotguns
The following are permitted:
✔ Pump action shotguns
✔ Over / under shotguns
✔ Single-shot shotguns
✔ Side-by-side shotguns
✔ Any shotgun operated by a manual bolt, pump, lever, or slide action
✔ Semi-automatic shotguns that cannot hold more than five rounds of ammunition in a fixed or detachable magazine.
✘ Excepting AK or AR-type shotgun patterns, which are prohibited
✔ All of the firearms on this list are permitted.

Prohibited:
✘ Massachusetts-defined “Assault Weapons”
✘ A semi-automatic shotgun that has at least two of the following:
● Folding or telescoping stock
● Pistol grip that protrudes conspicuously beneath the action of the firearm
● Fixed magazine capacity in excess of five (5) rounds
● An ability to accept a detachable magazine
✘ AR or AK-pattern shotguns, or any copies or duplicates thereof, are considered banned “assault weapons.”
✘ Named “Assault Shotguns” also prohibited:
● Automatic Kalashnikov (AK)-pattern shotguns
● Revolving cylinder shotguns, such as, or similar to, the Street Sweeper or Striker 12.

Handguns
Handguns (except “Assault Weapons”) are permitted, but must comply under ALL of the following guidelines:
● Magazines do not exceed ten (10) rounds
● Must be on this list of Southern Comfort Protecting Tradition LLC’s approved handguns for MA ‘
● Must pass Massachusetts Attorney General Office Handgun Sales Regulations 940 CMR 16.00, et seq.

Firearms on the Approved Firearms Roster do not necessarily comply with the requirements of the Attorney General’s Handgun Sales Regulations and all three of the above requirements must be met before a Handgun can transfer.**

** Olympic Competitions Firearms Roster: The pistols on this list are exempt from the testing requirements below.
** Formal Target Shooting Firearms Roster: The pistols on this list are exempt from the testing requirements below.

Summary of Massachusetts Attorney General Handgun Sales Manufacturing Regulations:
● For handguns with barrels shorter than 3” (three inches), a written statement of the make and model’s accuracy (average grouping diameter) at seven, fourteen, and twenty-one yards must be provided.
● Firearm must have passed a multi-position drop test
● Performance test of 600 rounds.
● Metallurgical test:
○ melt point above 900 degrees, OR
○ composed of any material with a tensile strength of less than 55K psi, OR
○ composed of any powdered metal having a density of less than 7.5 grams per cubic centimeter.
● Tamper-resistant serial number; serial hidden on or within the frame
● Safety devices: An average five-year old child must not be able to operate a given handgun and is precluded from doing so by, but not limited to:
○ A 10-lb trigger pull OR
○ Altering the firing mechanism so that a five-year old child’s hands are too small to operate the handgun OR
○ Operation requires a series of “multiple motions” in order to fire the handgun.
A “hammer-deactivation device” feature nullifies the preceding requirements.
● FOR PISTOLS ONLY: Must contain a loaded-chamber indicator (may be a visible port or a tactile bump feature) OR possess a magazine safety disconnect.
● All handgun transfers must be accompanied by the following warning, provided on a separate sheet of paper and included within the packaging enclosing the gun, which, in at least 12-point type font, states the following:

WARNING FROM THE MASSACHUSETTS ATTORNEY GENERAL:
This handgun is not equipped with a device that fully blocks unauthorized users. More than 200,000 firearms like this one are stolen from their owners every year in the United States. In addition, there are more than a thousand suicides each year by younger children and teenagers who get access to firearms. Hundreds more die from accidental discharge. It is likely that many more children sustain serious wounds, or inflict such wounds accidentally on others. In order to limit the chance of such misuse, it is imperative that you keep this weapon locked in a secure place and take other steps necessary to limit the possibility of theft or accident. Failure to take reasonable preventative steps may result in innocent lives being lost, and, in some circumstances, may result in your liability in these deaths.

● Additionally, all transfers by firearms dealers must include a demonstration of: o How to load, unload, and safely store the handgun
○ How to engage and disengage all safety devices on the handgun.
○ This shall include an explanation of the circumstances for which the safety devices are designed to prevent the firing of the handgun.
○ The handgun dealer shall also note for the retail customer the absence, if any, of the following:
■ loaded-chamber indicator
■ magazine safety
■ internal safety
● Prevention of discharge by unauthorized users: It is unfair or deceptive practice to sell a handgun without a safety device designed to prevent the discharge of such handgun by unauthorized users… in violation of M.G.L. c. 140 SS. 131K

Prohibited:
✘ Massachusetts-defined “Assault Weapons”
✘ A semi-automatic pistol that has an ability to accept a detachable magazine and at least two of the following:
● An ammunition magazine that attaches to the pistol outside of the pistol grip
● Threaded barrel capable of accepting a barrel extender, flash suppressor, forward handgrip, or silencer
● A shroud that is attached to, or partially or completely encircles, the barrel and that permits the shooter to hold the firearm with the non-trigger hand without being burned
● Manufactured weight of 50 oz. or more when pistol is unloaded
● Semi-automatic version of an automatic firearm
✘ Named “Assault Handguns” prohibited:
● Intratec Tec-9, Tec-DC9, and Tec-22, and copies
● Action Arms Israeli Military Industries (IMI) UZI, Galil, and copies

Blackpowder Firearms
Blackpowder firearms that are convertible to shoot rimfire or centerfire ammunition, or that feature a “break-open” style breach, require a FID or LTC, and must transfer via an FFL.

Accessories / Ammunition
Ammunition sales to Massachusetts residents only with LTC or FID AND must transfer through a
Massachusetts-licensed ammunition seller who will agree to transfer first.

Prohibited
✘ Detachable magazines (rimfire or centerfire) over ten (10) rounds.
✘ Detachable shotgun magazines over five (5) rounds.
✘ Self-defense sprays (pepper & chemical sprays) may be sold only through a licensed in-state Massachusetts firearm dealer.
✘ Stun guns, TASERS, and any electrical weapon

LAW ENFORCEMENT EXEMPTIONS
Active Massachusetts Law Enforcement (local or state) or Federal with arrest powers may purchase firearms on the APPROVED ROSTER, and are EXEMPT from the Attorney General regulations. Active Law Enforcement may purchase “Assault Weapons” and “Large Capacity Feeding Devices.” Police Department-issued identification and LTC are required.
